356b engine bay wire harness sleeve
Does anybody have a good source to replicate the outer sleeve for the rear part of the wiring harness that passes over the transmission?

Bicycle inner tubes are fine for bikes, but the rubber is not formulated to withstand either heat or ozone and will crack and deteriorate prematurely, especially where it is attached to the body as the harness comes out.
What you need is the tubing that Hugo has suggested and obtained from MacMaster-Carr. This material is EPDM rubber and resists ozone, is soft and flexible and should last a lifetime. It is the only material I now use on wiring harnesses. You can get it in small lengths (you will need just shy of a meter- probably best to order a 4 foot length), it's usually in stock and delivery is fast.
