Here's what I come up with Oliver.
As Martin points out, the black dots on your picture represent the mounting screws for the bezel and are irrelevant to threaded holes in your nose piece. Your photo comes up sideways on my computer screen so I was a bit confused when I first looked at it. After saving the photo and opening it right-side-up from my drive, I see what each of your marks represent.
The workshop manual shows center to center for the headlights as 1160 mm. For confirmation I measured c to c of the headlight bezel screws as 1162.5 mm which should be within acceptable tolerance.
As far as the signal light positions, I concur with your spacing numbers except I was not able to accurately measure the 7 mm offset. Instead I calculated the distance as shown on my sketch. Also the diameter of the large hole for the fixture center on my nose panel measures 29 mm vs, 21 mm on your sketch.
I measured a dozen old beehive fixtures and the mounting hole spacing ranged from 55.6 to 56.2 mm.
