Door Bottom Flange Purpose

Can anyone tell me the purpose of the extra material and break on this door bottom replacement panel? I don't see anything like it on our existing doors. I contacted the manufacture and they essentially said they're not sure.

Should not be there - needs to be trimmed. It lays flat on the door when it overlaps. The base flange that gets wrapped by the door skin also looks wider then it should and will likely need to be trimmed as well.

The main part of course gets trimmed or flattened, depending on measurements.
