arrested synchronisation

I was reading the shop manual about assembling the pinon gearshaft and it told how to do something based on whether the transmission has arrested synchronisation.
Can someone explain what that means?

I think it is a translation quirk. Baulk ring may easily translate to arrest as in slow down. I remember a tech manual that referred to a blank test as a white test translated from blanc which was quite confusing.
If I had known I would live this long I would have pushed the envelope a little harder.
