There is a glimpse of them in this clip and a mention as a special order item? I've never heard of them before. Any more information?

The car in the video is a 59 1600GS with a 692/2 engine. The clamshell piece bolted to the side of each air cleaner is part of the carburetor heating system to prevent icing. Similar to the automatically controlled setup on a US spec pushrod engine with the temperature sensitive bellows behind the fan shroud. The system on a Carrera is manual. A hand controlled lever on each side opens and closes an air valve to direct warm air through a corrugated hose to the clamshell collector. This engine has Solex carbs, not Webers.
