I can’t Identify it exactly but it is throttle cross shaft for an older car with two single throat Solex carbs. The 32 and 40 mm sizes took different versions of your part.
Unlike the later cars it moves from side to side to open the throttles.

This doesn't look like a factory 356 part, maybe homemade or for other than stock carbs.
Photo shows 2-pc case Normal top and 2-pc case Super and 3-pc case Normal and Super bottom.

It’s possibly for a VW and bent so it can go up and over or under the fresh air heat ducts on the fan shroud.
