These days it is a good idea to understand where you are going: which is about .030" compression on the head nut O-rings, and the three that support the rocker stand all at the same level. If the head has been messed with then you shim the head nuts to achieve that. You shim by machining new head washers of the necessary thickness. If necessary you clean up the head washer seating surface with a metric end mill first.
You restore the rocker geometry by shimming the rocker stand with link pin washers if the head has had its cylinder seating surface machined.

A #5 EZ Out will remove stuck head bolt washers with no chance of harming the head unless you seat it with your BFH and your best "John Henry: swing.

The headnut washers are 10 x 19 x 2mm thick and generally hardened. However, a member was converting his rockerarm assembly
to the aluminum frame/stand and needed 2-large flanged headbolts + 2-washers which I made; The other headbolts and washers
were existing for the steel frame/stand assembly. The washers are available from several vendors.
Make sure all the holes in the heads don't have 'stuck' washers in them and the holes have the same depths so the headbolt tops are
flat to receive the rocker frame(s).

BTW,

The 1-washer shown in the top row looks strange(?) Also, the early non-grooved headbolts are 2mm longer and don't use the washers.

I think one has rtv and an o ring stuck to it.

The top middle, and bottom right, have pieces of o-ring stuck to them.
