Earl: if you have the over rider bar,you can attach the plate with insulated conduit clamps.

Earl,

Not sure if the front bumper is similar to a C whereas it has drainage holes.
If it does have a look at my recent thread titled, Front Number Plate, placed on the 23 Nov 17.

Not sure if it will help but maybe.
