I don't know. Kind of looks like the new "Shakibutzu MicroMiniMinor Midget Jap Zero," as reported by Mad Magazine a "few" years back.

Yow...! Somebody liked it enough to pay $17,000 for a hacked Subaru 360.
They were only offered as a sedan, although a huge Webasto-styled sunroof was a popular addition. This thing has had the Fiat Jolly treatment, and it wasn't successful.
Typically these sell for $3-5K. For a perfect (oxymoron) one.
This class of under 600cc minicars were (are) very popular in Japan. Subaru's 2-stroke oil burner mimicked a VW Beetle. Honda and Suzuki made 30 HP with superior air-cooled 4-strokes and aped the Austin Mini. Behold:
