I may be wrong however I'll have a shot.
Is it the tube that is connected to the underside of the fuel filler bowl, removes any spillages of fuel whilst filling to the outside.
The pipe on the left in the picture.

this is #12 in your schematic http://www.stoddard.com/64420117900.html Nothing in the above schematic or on my C looks like that. The closest would be the tube for selecting on off reserve inside the car. If so it would be hollow and have a hole for a cotter pin in the long end. And #34 above I believe is the fuel line that connects the breather tube on the tank to the vent tube #32 above in the wheel well in Eric's photo. That tube is 10mm with 1mm wall total length 1 meter with multiple bends. I just made one for Eric. And on the left in Eric's photo that was his guess is a rubber drain hose.

My guess is fuel selector rod.
