T5 Fuel Tank Panel

I'm in the process of restoring a T5 from 1961 and underways I do find some odd things!
This question I have got now is the drain holes for the fuel Tank pan.
What is the easiest way to make the holes and then make sure the pipes are welded on to the panel.
What kind of metal pipes should I use? I have got the old pipes on the outside, but the pipes are blocked.
Any help or advice would be appreciated.

the fuel stainer screws into the bottom of the fuel tank. If the fuel tank itself is hopeless they are readily available new. Dansk makes the part.

George; I think you misunderstood Jens. He's asking about the panel beneath the tank; I think.
