The fuel level has one effect on the fuel metering: higher = richer / lower = leaner. Usually, the fuel level is near the first hole on the emulsion tube.
But, as your fuel level is adjustable, you must check it and adjust it; by this way you will reach the factory specs.

As a carburetor is working with vacuum, if your fuel is "lighter", it must be easier to pump.......... and the air fuel ratio must be a little bit offset. But, I feel that the difference is near zero.
