Does anyone have an idea or tool that will adjust drum brakes with painted rims so as not to damage or chip the paint around the adjustment whole.

A piece of fuel hose on your adjusting tool (screwdriver) would probably do the job.

Heat shrink tubing on the screwdriver shank. Then you will still be able to see the adjustment teeth.
If I had known I would live this long I would have pushed the envelope a little harder.

Using a good sized diameter adjusting tool (even the long flat-bladed screwdriver in the tool kit) should not chip the wheel's paint.
