Does a C of A usually say "matching numbers" in parenthesis after the number?

only 4 of those numbers are new the 8 is original

No, only in the last year since they started requiring engine and transmission numbers to be provided for comparison.

I know right... kinda hard to tell if someone tampered with the serial number, maybe a chipmunk chewed at it.
