Mike
There's only the one bracket. The engine is original to 401(k).

Thanks, Neil. It seems like the answer is leaning toward an industrial engine fan shroud. Not being familiar with the industrial motor, are there any other differences that would identify Steve's fan shroud with the double bracket as one from an industrial motor?

Perhaps the fact the photo shows no rust and apparently original paint. I suspect that fan shroud led a sheltered life. If it had been in a car it would at least be oily and dirty.

It was oily and dirty. Clearly original factory item

Re: Anyone ever seen a double bellcrank?
I believe that the Industrial engines did not control the carburetor from a pull throttle similar to the one in the car. These engines were low compression with low RPM and controlled by a governor that was driven off the generator end of the crank by a toothed belt. As the need for power increased the single carburetor ( without an accelerator pump) as gradually opened. My guess to why there are two pivots is that there was a need for some shrouds for T-1 and earlier vehicles and the factory decided to convert a later fan shroud to earlier carburetor linkage. al zim
