I solved my problems by putting a set of original 356C Zeniths on my car. I gave up on the Webers although a buddy of mine did tune out a lot of my issues by swapping out jets. I'm not sure what was finally settled on for my application but, since Zeniths are original, I just bought a rebuilt set and went with those.

Webers are good carburetors and racers swear by them (when the rules allow their use). They can be set up for track conditions really well because of the wide range of jets that are available. In my experience, however, they don't have as much altitude range tolerance as the Zeniths do. In other words they can be better tuned to a specific altitude, but the Zeniths will cover a wider altitude range than Webers without needing to change various jets.
I know there will be those who may not agree with the above. It's just my opinion. YMMV.
