Carb fuel height

Can you simply measure the height of the fuel in a Zenith carb by taking the top off after slightly warming the car up and measuring distance from the surface to the top of the fuel?

Yes; measure toward the front of the car and toward the back, and use the average.

After a short warm-up, shut off the engine.
Removing the carb's top cover--w/the acceleration pump still attached, ((it can be lifted & rolled to clear the carb's top)
The fuel level should be right at the float's hinge pin w/in + or -1mm. Car must be reasonably level in both directions.

If you measure the level by this method, I'd suggest repeating the measurement at a notably different time from starting.
The issue has to do with the 'snapshot' quality of the measurement; if there is one or another problem you do not know that the fuel has stabilized at that level. A second test will tell you if it has.
