Mike, on the originating device (phone, computer), in the photo viewer program try rotating and saving the photo, then exit program. Then view again, reorient to the right direction, and save it again. This has worked for me. My theory is that that resets the saved orientation in the metadata to the orientation you want. I suspect some devices are better at recognizing and displaying the correct orientation, while ignoring the metadata, than others.
