Please describe the debris. Is it a fine silt with a slight rust color tint? This is usually the case and the only fix is to inspect the gas tank for rust and repair the problem aggressively. Filters do not stop rust from passing, that always seems to be handled by the idle jet! :(

Zenith issue: the accelerator pump diaphragm is leather. When you rebuild the carbs there can be the possibility of tiny "dangly bits" of leather where it was cut to shape. These little bits usually decide to clog the idle jet when they pull away from the diaphragm.

Particles in float bowl looked to be metallic along with small bits of teflon tape. Know it to be teflon since previous owner was an advocate of it's use and on initial rebuild, there was significant amount of tape on the banjo bolt. Clearly, The threads in the carb did not get cleaned properly nor the banjo bolt since there was still material embedded in the threads.

When people use teflon tape on a banjo bolt, they don't understand where the sealing is supposed to take place.

Teflon tape is a luburcant for pipe threads, it should not be used on machine threads at all.
