Steve,

I've always used a thin piece of cardboard (many times a manilla file folder) that slides in between the cap and the surface of the wheel. Then gently prying with a wide flat blade screwdriver gets it done with no damage at all.

I have the same problem and I have had to resort to this tool to remove my hub caps. It generates the leverage needed:

Be sure to place a large towel or similar padding on the ground to catch the hub cap when it pops off. The real problem now is getting the hubcaps back on.

To remove drum brake hubcaps I fashioned a puller from a piece of heavy wire coat hanger that has two prongs and a loop I can hold with pliers to pull the hubcap off. I usually lay a towel on the floor in case I do not hold the hubcap well enough and it drops to the floor. For disk brake cars, I put a few layers of masking tape over the end of a larger flat blade screwdriver, insert it into one of the notches on the wheel under the hubcap and twist while prying to remove the hubcap.

There's always the Volkswagen method:

The VW hubcap puller is just a piece of bent piano wire that engages the holes in the hubcap.

Sadly, the wire of my reproduction hubcap puller is too big for the holes of my reproduction hubcaps but it sure looks like there's plenty of leverage.
