My original 356a hood handle threaded stud closest to windshield is broken and is rattling within the hood skin somewhere.
If I find it and fish it out can it be reattached and thus a bolt used on underside to secure it? This is aluminum right?

The stud should be a ferrous (magnetic) material. The challenge is fishing a magnet through the hood channel and not getting it stuck to the channel. It might be more productive to remove the hood and let gravity work for you.
Once out, you can determine if the threaded portion of the hood handle is stripped out or if you can reinstall the stud. If you can reinstall the stud, use Loktite to secure it. If it's stripped, you can either try to tap it to the next larger size or lock the stud in with something like JB Weld or an epoxy.

If you cannot get the broken part out you may be able to get a spray-can of undercoating or rust-proofing and using the thin straw that sometimes comes with them, glue the piece inside the hood structure so it doesn't rattle.
