356C steering shaft to bearing fitment- confused!

356C steering shaft to bearing fitment- confused!
Assembling a 356C which I purchased in boxes. The steering shaft race (1 in picture) slips very easily thru the bearing in the column. No contact is made. Am I missing something?

Thanks Doug: After more fittings, it looks like the hub on the steering wheel actually engages the bearing and not the race on the steering shaft.

Neil is correct.
The spring and retainer press on the bearing keeping it snug.
