headlight alignment

Hello,
I just put my 356 on the road and discovered that the headlight beams are angled way too far upward. I attempted to align them using the instructions in the manual and they will not adjust to a low enough angle even at the maximum low adjustment. I took them apart and inspected them and every thing looks ok. I even tried to shim the bottom edge of the lights to lower the angle and it still wasnt enough. Is this a common problem, what do you guys suggest.

Mr. Hess:

One suggestion would be to pull both fixture ass'ys and disassemble, paying close attention to correct orientation of the light and its proper seating in the ring that holds it from behind. Also verify that the correct adj. screws (long enough?) are present. Finally, verify that the lamp and ring pivot freely.
