I am about to rebuild the mechanical fuel pump in my 64 C. Once that is done and the pump is back in the car, I plan to check the fuel pressure.
What would be the best way to adjust the pressure - up or down?

Unless you stretch the spring that pushes the diaphragm to pump fuel, there's no need to adjust the pressure, either up or down.

As per the manual, adjusting fuel pressure is done by adding/subtracting flange gaskets. There is a big O-ring on the pump body to stop leaks, so no need for goop on the flange or gaskets, which makes this (rarely needed) adjustment a pretty easy chore.

The late pump doesn't get adjusted. It just relies on the fixed stroke of the cam.

There have been time where the pump output pressure exceeded 3-PSI and shim gasket(s) would be necessary to
get 2.4-to-2.8 PSI (3 is max.) I've done a couple and the late Ken Daugherty solved a 'high reading yrs. ago.
When re-assembling the pump, make sure the diaphram is flat to it's mating surface before adding the top pump 1/2.
Yeah, I know you'll need a low pressure gage--mine is 0-to-5; You might find one @ a hydraulic supply/repair shop.
