seat hinge restoration

Well fellow listers, There is some light at the end of the tunnel. I have dismantled my seathinges and have 3 questions:
1). How do you get the two outer pieces apart? After removal of all the levers and sprins, ter is a thin flat washer that slides into the slotted pivot piece but agter that I cant figure how to get the two pieces apart.
2). the splined bar between the two (inner and outer ) hinges has a rod covering it on one seat but not the other. I assume this is missing but before i call one of the vendors I want to be sure.
3). What is the proper finish for the rod and for the plate thAt covers thhe inside of the hinge part that attatches to the seat?

The tube is part of the mechanism that releases the lock to allow the
passenger seat to be tilted forward. The driver seat should not have this
locking mechanism.
