License plate resto tips wanted, especially paint

SC finally allows YOM plates, and I have one for our '64, black background with white reflective letters. It has a few rust spots so I decided to repaint it. I have the latest in spray-bomb technology (i.e. this is a garage project). I do have a bead-blaster with some glass bead and walnut shell media available (haven't ever tried the shells though).

I'd love to hear any success stories/tips, in particular:

Paint stripping technique
Rust neutralization/removal
Painting the letters
Paint source for letters (reflective white paint?)
