The brake shoe friction material is another factor. The composition of the brake shoe friction material determines how aggressively it bites the rim.

I don't know the exact composition of the Energit lining material but my uncle used to joke that on my dad's 1960 Roadster it must have fossilized. The car was a daily driver for 2 decades and finally in the early '80's my uncle installed new shoes. Now that it's only a weekly driver they will at least outlast me and probably be the last shoes the car sees.
